Complaints and Appeals Procedure

Purpose:

This procedure aims to ensure that all complaints and appeals related to the activities of the CBRTS Consultancy Bureau are handled fairly, transparently, and promptly, in line with COPE principles.

1.  Scope

This procedure applies to:

  • Complaints from researchers, trainees, partners, or the public regarding CBRTS activities.
  • Appeals against decisions made by the CBRTS Research Ethics Committee.

2. Submission of Complaints

  • Full name and contact details of the complainant.
  • A clear description of the issue.
  • Any supporting evidence or documents.

3. Acknowledgement and Initial Review

  • The Ethics Committee Secretariat will acknowledge receipt of the complaint within 7 working days.
  • An initial review will be conducted to determine whether the complaint falls within the scope of this procedure.

4. Investigation

  • If accepted, the complaint will be investigated by at least two members of the Research Ethics Committee who are not directly involved in the matter.
  • The investigation should be completed within 30 days, unless an extension is justified.

5. Response and Resolution

  • A formal written response will be sent to the complainant with the decision and any corrective actions.
  • If the complainant is not satisfied, they may submit an appeal within 15 days of receiving the decision.

6. Appeals Process

  • Appeals will be reviewed by a separate panel appointed by the Director of CBRTS, which may include external experts.
  • The panel’s decision will be final.

7. Confidentiality

All complaints and appeals will be handled confidentially, and information will only be shared with individuals directly involved in the process.
